WHITE TRANSFORMATION OF BOBREK MINE IN BYTOM

We are supporting our client Węglokoks Kraj S.A. in developing a "white transformation” model for the Bobrek Mine in Bytom. The project is to involve a shift away from hard coal mining and its replacement with new forms of activity utilising the mine's assets that are not related to coal mining or processing.

This is in line with the provisions of the Social Agreement concluded in 2021 between mining companies, trade unions and the government. The Bobrek mine will cease coal mining by the end of this year, making it the first mine to implement the transformation project.

The planned areas of activity include among other things the construction of energy storage facilities, the production of heat using groundwater, and the development of transmission and transport infrastructure on the surface of the mine.

Developing a new model requires the creation of solutions in the areas of corporate and organisational law (principles of managing State Treasury property) and labour law. The restrictions resulting from the public aid already granted to the Company, which is to be continued during the liquidation of mining activities, are also a key element. The intention is also to create a model that allows for cooperation with external partners.

A very important part of our work is the comparative legal analysis of solutions previously applied in other European Union countries. Due to the pioneering nature of this undertaking, the Company, the Ministry of Industry, the Transformation Fund of the Silesian Voivodeship, the Central Mining Institute and the Industrial Development Agency are involved in the work on this project.

On the GFKK side, Beata Kozak-Matusiak and Michał Grzybczyk are involved in the work.
